WHO Declares Ebola Outbreak in DRC and Uganda a Public Health Emergency of International Concern (PHEIC)
The World Health Organization declared the Ebola outbreak in the Democratic Republic of the Congo (DRC) and Uganda a Public Health Emergency of International Concern (PHEIC) on 17 May 2026. The declaration was made by WHO Director-General Tedros Adhanom Ghebreyesus. This particular outbreak is caused by the Bundibugyo virus strain of Ebola — not the more commonly known Zaire ebolavirus — for which no approved vaccines or specific treatments currently exist. As of 16 May 2026, authorities had recorded 246 suspected cases and 80 suspected deaths, mostly in Ituri Province in eastern DRC, with cases also confirmed in Kinshasa and two confirmed cases in Uganda involving people who had travelled from DRC. The outbreak is believed to have started in late April in two mining towns — Mongbwalu and Rwampara — in Ituri Province. WHO clarified that the situation does not meet the criteria for a pandemic emergency and advised countries against closing borders.
Background: Ebola is a severe and often fatal illness transmitted through direct contact with the blood or bodily fluids of an infected person or contaminated surfaces. The Bundibugyo strain was first identified in Uganda in 2007. The DRC has experienced multiple Ebola outbreaks over the decades. The region — Ituri Province — is described as fragile and conflict-affected, with high population mobility due to mining activity, making containment more difficult. The US CDC activated its Emergency Response Centre and began deploying personnel to DRC and Uganda.
