Kerala Government Officially Scraps ₹63,941 Crore SilverLine Semi High-Speed Rail Project

The newly formed Kerala government led by Chief Minister V.D. Satheesan officially scrapped the SilverLine semi high-speed rail project on 21 May 2026, ending one of the most controversial infrastructure proposals in the state's recent history. The SilverLine project, also known as K-Rail, was a flagship initiative of the previous Left Democratic Front (LDF) government under Chief Minister Pinarayi Vijayan. It proposed a 529.45 km semi high-speed rail corridor connecting Kasaragod in northern Kerala to Thiruvananthapuram in the south, with a travel time of just 4 hours for the full journey at a speed of 200 kmph. The estimated project cost had risen to approximately ₹63,941 crore. The project faced intense opposition from landowners, environmental groups, and political parties over concerns about large-scale land acquisition affecting over 30,000 families, ecological damage to wetlands and paddy fields, and questions about financial viability and debt burden on the state. The new UDF government had promised in its election manifesto to cancel the project, citing the excessive financial burden it would place on Kerala's already strained finances.

 

Background: The SilverLine project was conceived as a solution to Kerala's traffic congestion and to reduce travel time across the narrow, elongated state. The Kerala Rail Development Corporation (K-Rail) was the implementing agency. The project required acquiring approximately 1,392 hectares of land. The Centre had withheld approval citing financial sustainability concerns and the project's impact on state debt. The LDF government had begun placing boundary stones at proposed acquisition sites in 2022, triggering widespread public protests. The new UDF government, which won 102 of 140 seats in the 2026 Kerala Assembly elections, had made scrapping SilverLine one of its key poll promises.
