PM Modi's Historic Visit to Norway: India–Norway Relations Elevated to Green Strategic Partnership; 12 Agreements Signed

Prime Minister Narendra Modi visited Oslo on 18 May 2026 as the fourth leg of his five-nation diplomatic tour — marking the first visit by an Indian Prime Minister to Norway in over 40 years. During talks with Norwegian Prime Minister Jonas Gahr Støre, both countries formally elevated their bilateral ties to a Green Strategic Partnership, with a Joint Statement adopted focusing on climate action, clean energy, circular economy, and sustainable ocean-based activities. A total of 12 agreements and initiatives were signed, covering green shipping, green hydrogen, ammonia fuel-cell propulsion, offshore wind, digital development, space cooperation, healthcare, and scientific research. Norway formally joined the Indo-Pacific Oceans Initiative (IPOI), affirming its commitment to a free, open, and prosperous Indo-Pacific region. India also confirmed participation in Nor-Shipping 2027 with a dedicated India Pavilion. PM Modi also addressed the India–Norway Business and Research Summit at Oslo City Hall and participated in the third India–Nordic Summit.

 

Background: India and Norway share a longstanding partnership in maritime and energy sectors. Norway is a global leader in offshore oil and gas technology, green shipping, and sustainable fisheries. The visit comes in the backdrop of the India–EU Free Trade Agreement and EFTA agreement, signalling India's growing strategic convergence with Europe. The Green Strategic Partnership builds on the India–Norway Green Maritime Partnership signed in 2025 and reflects India's push to diversify international energy and technology partnerships as global supply chains realign.
