ILO Adopts World's First Binding Treaty on Gig Work to Protect 435 Million Platform Workers on Pay Safety and Social Security

At its 114th session in Geneva on June 12, 2026, the International Labour Conference adopted ILO Convention No. 193 concerning Decent Work in the Platform Economy, the first global treaty to set binding labour standards for gig work. The convention addresses gaps in protection for platform workers on pay, safety, social security, algorithmic management, and correct worker classification. The vote was 406 to 8 with 36 abstentions.

 

The convention mandates governments to ensure fair classification of workers and requires companies to disclose algorithms affecting pay, task allocation, and account deactivation. Workers gain the right to request explanations for adverse decisions with human oversight ensured. The United States and New Zealand voted against while India and the United Kingdom abstained. The convention is the first instrument built specifically for the platform economy covering algorithmic management and cross-border platform structures.

 

The World Bank estimates that 435 million people globally earn income through labour platforms. India's Code on Social Security 2020 already includes specific provisions for gig and platform workers, making India among the first countries to legislate social security for such workers.
