India's First Rock Check Dam Inaugurated on River Indus in Ladakh Under Sindhu Jal Samriddhi Abhiyan
The country's first-ever rock check dam has come up in the Union Territory of Ladakh under a campaign aimed at addressing recurring seasonal water scarcity in the high-altitude region. Lieutenant Governor Vinai Kumar Saxena launched the initiative - Sindhu Jal Samriddhi Abhiyan - with the inauguration of the dam over the Indus River at Upshi in Leh district.
The Rock Check Dam, built over the River Indus 44 km from Leh at an altitude of 11,400 feet, has been conceptualised as an eco-friendly, cost-effective, and sustainable remedy to Ladakh's water crisis. Because the rocks have been sourced directly from the riverbed, there is no use of cement or concrete in the construction of this check dam, making it a completely eco-friendly project.
The rock check dam at Upshi is nearly 200 feet long with a base width of 30 feet on the riverbed and a top deck width of 15 feet. It stands 5 feet high from the riverbed. Remarkably, construction was completed in just seven days - from May 12 to May 18, 2026 - during which the LG conducted three site visits to oversee construction. The present flow of water in the Indus is approximately 25 Cusec, which will increase nearly eight times to 200 Cusec during July-August. The LG has directed the Irrigation and Flood Control Department to construct three more such check dams on an experimental basis.
Background: Ladakh faces severe seasonal water scarcity due to its high-altitude desert terrain. In many parts, the Indus River becomes too shallow in summer and early-season months, making it impossible for standard pumps to lift water to uphill fields. Conventional concrete check dams permanently alter river morphology and are ecologically harmful. The new rock check dam model uses interlocking river rocks - sourced entirely from the riverbed - to create a semi-permanent barrier that slows water flow, creates a pondage area for irrigation, and allows excess water to pass through naturally. This initiative follows the earlier Project Him Sarovar (artificial glacier creation), another Ladakh water conservation effort.
